Case Study: US Army Selection Board Automation

Goal: Prototype an improved, GUI-based Flow Computer-Assisted Program (FLOWCAP II), designed to help the U.S. Army manage the flow of replacement personnel to overseas theaters of operation, and provide better status reporting of replacement efforts to all major commands
Application: FLOWCAP is the application used by the U.S. Army Personnel Command (PERSCOM) and the CONUS Replacement Centers (CRCs) to schedule, control, and track the flow of replacements from the CRC to the theater. Applications also provide manifest data for the Army Materiel Command (AMC), advance arrival information for the Army component commander, and generate internal reports for the CRC to manage and process replacements. Challenges: Dramatically increased mission need, inflexible legacy systems, multiple incompatible data sources.
FTI's Approach:
  • Re-engineered the mainframe FLOWCAP application into a client/server-based FLOWCAP II architecture using a rapid application development (RAD)/prototyping approach.
  • Conducted joint requirements review meetings with U.S. Army officer, enlisted, and civilian personnel with functional responsibility for replacement operations. Confirmed and documented application functional and performance requirements. Designed and implemented FLOWCAP II using PowerBuilder v.5.0 and the PowerBuilder Foundation Class (PFC) Object Library.
  • Authored and presented technical and management briefings on FLOWCAP II software development status. Conducted live software demonstrations for senior Army and civilian program management personnel.
  • Developed a complete set of application and database design and development methodologies and standards, incorporating principles of object-oriented analysis and design, Information Engineering, and relational database management. Based on this design methodology, developed a complete set of re-usable and extensible software and database design objects. Designed, developed, and maintained data and object models for the FLOWCAP II system using Logic Works’ER/Win CASE tool.
  • Conducted quality assurance reviews of the FLOWCAP II application and database; identified and implemented specific design improvements.

Benefits: The RAD design/development approach selected cut the time required for FLOWCAP II system development, enhanced interoperability with other Army and DoD systems, and facilitated software maintenance efforts
